Uganda’s sugar sector has entered a new chapter of self-governance following the official swearing-in of the first-ever Uganda Sugar Industry Stakeholder Council — a milestone meant to strengthen transparency and accountability in one of the country’s most vital industries.
The ceremony, presided over by Registrar Special Duties, HW Harriet Ssali Nalukwago, marked the formal establishment of the nine-member body created under the Sugar (Amendment) Act, 2020.
With Uganda producing around 700,000 metric tonnes of sugar annually — and exporting approximately 250,000 tonnes — the industry remains a major contributor to both national food security and foreign exchange earnings.
At the event, Mr. Rajbir Singh Rai, Director of Kinyara Sugar Works, took oath as the Chairperson of the new Council. His leadership is anticipated to help harmonize relations among the diverse players in the sector, from farmers and millers to policymakers.
The Council draws its membership from critical government ministries, including Trade, Finance, and Agriculture, alongside representatives of millers and sugarcane farmers.
Speaking as guest of honour, Trade, Industry and Cooperatives Minister Francis Mwebesa congratulated the members and challenged them to deliver on the Council’s broad mandate.
“This Council, formed under the Sugar (Amendment) Act, 2020, carries an enormous responsibility,” Mwebesa said.
“Its success depends on its ability to unite sector stakeholders, improve productivity, and ensure competitiveness within Uganda’s sugar value chain.”
Registrar Nalukwago emphasized that the Council’s inauguration is a significant step toward reinforcing integrity and good governance in the sugar industry.
She reminded the new members of their duty to serve with honesty and professionalism, saying:
“The establishment of this Council reflects Uganda’s firm commitment to better governance in the sugar sector. You must uphold the highest standards of service to the industry and the communities it sustains.”
Following their swearing-in, the Council members pledged to perform their duties diligently and promote inclusivity, fairness, and sustainability across the sector.
