EC upholds nomination of Gen. Rwashande for Lwemiyaga Parliamentary seat!

The Electoral Commission has dismissed a complaint challenging the nomination of Brig. Gen. Rwashande Emmanuel and has upheld his candidature for Member of Parliament, Lwemiyaga Constituency, following a detailed review of academic qualifications and supporter signatures.

The complaint, lodged by Hon. Ssekikubo Theodore through M/s Alaka & Company Advocates on 14th November 2025, alleged that Brig. Gen. Rwashande lacked the minimum academic qualifications required for election to Parliament and had failed to submit the mandatory ten supporters for nomination.

According to the Commission’s decision dated 3rd December 2025, the matter was extensively reviewed during a meeting held on 23rd November. Both parties submitted supporting documents, and the Commission examined the EC Nominations and Results Management Dashboard to verify the authenticity of the supporters.

Brig. Gen. Rwashande, in his response, maintained that he had submitted all required academic documents and the minimum number of supporters.

Qualified and Validly Supported

The Commission established that the candidate submitted a Diploma in Defense and Strategic Studies from the National University of PLA (2007), a Certificate in Company Commanders Course, and a Diploma for Senior Army Command Course from Nanjing Army Command College. All these were equated by the National Council for Higher Education and accepted as valid academic qualifications for nomination.

Further verification confirmed that supporters including Mpirirwe Jovia, Naziwa Aisah, Tumwebaze Dativa, Nabimanya Geoffrey, Nayebale Rosette, Rembudu Janeth, Nawwera Charity, Ssenjeya Charles, Kangume Stephen, Mugume Enock Mutonto, Nayebare Enid, and Tugume John were validly registered voters and qualified endorsers of the candidate.

One of the key challenges raised in the complaint involved discrepancies in the commissioning of the oath submitted during nomination. However, the Commission noted an affidavit sworn by His Worship Wananda Richard—who administered the oath on 7th September 2025—explaining the date inconsistencies. The Commission found the explanation satisfactory.

Additionally, Naziwa Aisah’s National Identification Number and voter registration details were confirmed and authenticated, dismissing doubts about her eligibility as a supporter.

Decision of the Commission

The Commission made the following findings:

a) Brig. Gen. Rwashande Emmanuel submitted the requisite academic qualifications for nomination.

b) He complied with the legal requirement of submitting at least ten supporters as mandated under Section 28 of the Parliamentary Elections Act, Cap. 177.

c) The discrepancies in the commissioning of the oath were credibly explained in the affidavit by His Worship Wananda Richard.
