The Deputy Speaker of Parliament, Thomas Tayebwa, has clarified his position regarding the ownership of land around St. Balikuddembe Market, commonly known as Owino Market, following social media claims linking him to the recent partial demolitions in the area.

In a statement released on Thursday, Tayebwa said he had received numerous inquiries and seen several online posts alleging his involvement in the demolition exercise because one of the affected plots was reportedly registered in his name.

He confirmed that he obtained a lease for a plot in the Nakivubo area in 2018 through what he described as a formal and lawful process.

According to Tayebwa, he applied for the lease like any other citizen, followed the required procedures and paid all the necessary fees.

However, when he later submitted building plans for approval, the Kampala Capital City Authority informed him that the land was needed for strategic activities and public purposes.

“KCCA offered to compensate me and I accepted their proposal. The authority went ahead and took possession of the land approximately three years ago,” Tayebwa said.

He emphasized that he no longer owns the property and has no interest in the plot.

“As a result, I no longer own the said land and hold no interest whatsoever in it. I have no legal claim, control or involvement in that plot today,” he stated.

Tayebwa therefore dismissed claims linking him to the eviction of vendors or the demolition works around the market.

“There is absolutely no basis for me to evict anyone or participate in any demolition on land that does not belong to me,” he said, adding that he sympathizes with the traders affected by the incident.

The Deputy Speaker also addressed speculation that he acquired the land due to his current position in government, noting that the lease was obtained in 2018, long before he assumed the role of Deputy Speaker.

“I obtained the lease long before I assumed this role and at a time when I held no ministerial office or position that could influence such transactions,” he explained.

He reiterated his commitment to transparency and the rule of law while calling for understanding from the public regarding the matter.
