The Electoral Commission (EC) has unveiled the official programme for the Adjumani West Constituency parliamentary by-election, setting September 17, 2026 as polling day to elect a successor to the late Gen. (Rtd) Moses Ali.
The roadmap was announced on Monday during a stakeholders’ meeting held at the Adjumani District headquarters, bringing together political leaders, security agencies, civil society representatives and other key stakeholders ahead of the electoral exercise.
The by-election follows the death of Gen. (Rtd) Moses Ali, the former Member of Parliament for Adjumani West Constituency, on July 18, 2026, creating a vacancy that the Electoral Commission is required by law to fill within 60 days after receiving formal notification from the Clerk to Parliament.
Speaking at the meeting, Electoral Commission spokesperson Julius Mucunguzi said the roadmap is intended to guide all stakeholders through the electoral process while ensuring a free, fair and credible election.
According to the programme, the Commission will update the National Voters’ Register at parish level from August 5 to August 7, with the final day also serving as the deadline for voter registration and transfer of voting locations within Adjumani West Constituency.
The voters’ register will be displayed at polling stations from August 17 to August 26, after which Parish Tribunal recommendations for the inclusion or deletion of voters will be displayed at parish headquarters between August 26 and August 31.
Candidates seeking to contest for the parliamentary seat will be nominated at the Adjumani District headquarters on September 7 and 8. The Commission will then allow the inspection of nomination papers and the lodging of complaints from September 8 to September 14.
Campaigns will officially begin on September 9 after the Returning Officer meets candidates to harmonise campaign schedules and establish liaison committees. The campaigns will conclude on September 15, giving candidates one day of silence before polling.
The Commission will also recruit and train polling officials, supervisors, tally clerks, Biometric Voter Verification Kit (BVVK) operators and party agents ahead of the vote.
Meanwhile, polling for the Female Older Persons Councillor representing Pachara Sub-county will be conducted on September 16, a day before the parliamentary election.
Voting for the Adjumani West parliamentary by-election will take place on September 17, followed immediately by the tallying of results.
The Electoral Commission has called on political parties, candidates, voters and all stakeholders to adhere to the electoral guidelines and work together to ensure a peaceful and transparent electoral process in Adjumani West.
