The Inspector General of Police (IGP), Abas Byakagaba, has banned the presence of firearms and unregulated groups — commonly referred to as goons — at tally centers as part of security measures to prevent conflict, violence, and other related crimes during the forthcoming NRM party primaries.
This directive follows rising concerns and complaints from areas previously labeled political black spots, where scenes of violence involving political actors and their supporters have been reported.
Last week, IGP Byakagaba held meetings with candidates, political actors, security personnel, and other stakeholders in the districts of Ssembabule, Mbarara, Isingiro, Rukungiri, Rukiga, and Kabale. These regions have witnessed violent incidents during campaign activities, and over 60 suspected goons were arrested during operations.
Speaking at a joint security press briefing today at the Police Headquarters in Naguru, Security Spokesperson Kituuma Rusoke said the IGP has assured the NRM Electoral Commission of adequate security and safety for all voters throughout the primary process, with campaigns officially ending today.
The IGP emphasized that individuals should not carry personal firearms at polling and tally centers. He stated that only authorized security personnel on duty and under the command structure are permitted to carry firearms, in line with standard operating procedures.
He also issued a stern warning to candidates against mobilizing or moving with unregulated groups under the guise of offering them support or protection, stressing that such actions will not be tolerated.
Additionally, the IGP and the NRM Electoral Commission have resolved to regulate the number of people allowed at polling and tally centers to maintain order and ensure peaceful proceedings.
For individuals already implicated in acts of violence and criminal behavior, the IGP made it clear that they will face justice, as all relevant cases have been documented.
Lastly, the police cautioned politicians against conducting night campaigns, noting that many criminal activities have occurred under the cover of darkness.
