The Electoral Commission has appointed Richard Baabo Kamugisha as its new Secretary, effective March 4, 2026.
In a press release dated March 10, the commission said Kamugisha has been serving in an acting capacity since late 2024 following the departure of the former secretary.
As Secretary to the commission, Kamugisha will also serve as the Accounting Officer and head of the technical wing responsible for the management of the electoral body.
The commission described him as a highly experienced election management expert who has been part of the institution for more than two decades. Kamugisha joined the commission in 1999 and has since risen through several positions, including District Registrar, District Returning Officer, Head of the Field Operations Department, and Director of Operations.
According to the commission, the appointment is in line with the Electoral Commission Act, which provides that the Secretary serves a five-year term, renewable once.
The secretary plays a key administrative role at the commission, overseeing technical operations and ensuring the implementation of electoral processes as the country prepares for future elections.
The Electoral Commission said Kamugisha’s long service within the institution positions him to steer its technical and administrative functions effectively.
