UMSC Issues Immediate Ban on Sheikh Mubiru’s Religious Teachings!

Dr. Ziyad Swaleh Lubanga, the Director of Sharia, announced the Mufti’s decision during a press briefing held on Tuesday, November 18, 2025, at the main library of the Uganda Muslim Supreme Council (UMSC) headquarters in Old Kampala.

His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda, has issued a directive prohibiting Sheikh Swaleh Mubiru from conducting Islamic instructional sessions (darus) in any mosque, school, Muslim gathering, or Muslim-run media outlet affiliated with the mainstream Ahlu Sunnah Waljama.

This action stems from claims that Sheikh Mubiru has been promoting teachings viewed as deviant and incompatible with the four foundational sources of Islamic jurisprudence: the Holy Quran, Hadith, consensus (Ijma), and analogy, as recognized by classical Islamic scholarship.

Dr. Ziyad Swaleh Lubanga, the Director of Sharia, announced the Mufti’s decision during a press briefing held on Tuesday, November 18, 2025, at the main library of the Uganda Muslim Supreme Council (UMSC) headquarters in Old Kampala.

The statement explains that the measure is intended to preserve the integrity of Islam, strengthen unity among Muslims, and counter what officials describe as misleading doctrines spread by individuals linked to the Quraniun Movement.

Dr. Lubanga added that Sheikh Mubiru may have the ban lifted if he reforms, seeks forgiveness, and realigns himself with the proper teachings. Imams and Muslim leaders have been instructed to inform their congregations accordingly, and Muslims are urged to stay away from these misguided views.

In addition, Sheikh Salim Bbosa, Deputy Director of Sharia, stressed that the prohibition takes effect immediately. He cautioned that any media platforms including social media that provide space for such teachings will face legal consequences from UMSC.

The briefing was attended by members of a specially selected committee, along with several departmental heads from UMSC.
