Muslim Supreme Council Fills Vacancies

The Uganda Muslim Supreme Council Joint Session has moved to fill vacant positions on the Executive Committee and Majlis Al-Ulaam, approve transfers of Regional Assistants to the Mufti (RAMs) and District Kadhis, and set key agenda items for consideration by the upcoming General Assembly.

According to UMSC spokesperson Hajji Ashiraf Zziwa, the resolutions were reached during a meeting of the Joint Session, an organ combining the Executive Committee and the Majlis Al-Ulaam Committee of Eminent Sheikhs, held on Sunday at the UMSC headquarters in Old Kampala.

Among the key decisions was the replacement of members in vacant positions. Hussein Lukyamuzi ceased to be a member of the Executive Committee following prolonged absence from meetings since 2022.

The session appointed Sheikh Isa Twahir Walugumba to replace the late Sheikh Hussein Walugumba, while Sheikh Saad Habib Kaweesi was appointed to replace the late Sheikh Twaha Tamale on the Majlis Al-Ulaam, representing Busoga and Kampala respectively.

The Joint Session also approved transfers of Regional Assistants to the Mufti from one Muslim region to another, as well as transfers of District Kadhis within the same regions.

Officials said the changes are aimed at strengthening service delivery and improving administration of Muslim affairs.

The meeting further resolved that the Mufti be mandated to appoint any qualified Sheikh to the position of Kadhi in districts lacking suitably qualified personnel, in line with the UMSC Constitution.

The resolutions will be presented for ratification at the next sitting of the General Assembly, the Council’s top legislative organ composed of Muslim representatives from all ten regions, scheduled for early next month.

The meeting was chaired by Hajj Abon Muzamir, the Deputy National Chairperson, who represented Prof. Dr. Muhammad Lubega Kisambira, the National Chairperson, who was reportedly away attending to a family medical emergency.

Present were Mufti Sheikh Shaban Ramadhan Mubaje, Deputy Mufti Sheikh Muhammad Ali Waiswa, Second Deputy Mufti Sheikh Hafiz Muhammad Harunah Bukenya, Secretary General Hadji Abbas Muluubya Ssekyanzi, and other senior officials.
