NRM lawmakers and flag bearers facing election petitions have asked President Yoweri Museveni for financial support to meet their legal expenses, Government Chief Whip Dr Jane Ruth Aceng has said.

Aceng, who also chairs the NRM Parliamentary Caucus, presented the request during a meeting with Museveni at Kololo Independence Grounds on Friday, October 2.

“A total of 75 petitions involve our NRM MPs and flag bearers. They are all duly represented by counsel. They are requesting support towards their legal facilitation. Kindly look into this request Your Excellency,” she said.

The petitions arise from the 2026 general elections. Aceng did not specify the amount sought, identify the affected lawmakers and flag bearers, or give a breakdown of the cases.

The account of the meeting did not indicate whether Museveni approved the request or how any assistance would be financed.

The meeting was the fourth NRM caucus gathering of the first session of the 12th Parliament and took place as lawmakers returned from a three-week parliamentary recess.

Beyond the request for legal funding, Aceng briefed the President on legislative business, including progress on the Agriculture Regulatory Bill, 2026, and a report by Parliament’s Committee on Physical Infrastructure concerning the Kampala Expressway and toll collections.

She said the committee report recommended criminal investigations by the Inspectorate of Government, the Directorate of Public Prosecutions, the Criminal Investigations Directorate and the Uganda Revenue Authority.

“Your Excellency, on this one we need to kill many birds with one stone,” Aceng said.

Other lawmakers raised constituency concerns, with Laura Kanushu, an MP representing persons with disabilities, reporting the alleged diversion of Parish Development Model funds earmarked for PWDs to other beneficiaries.

Museveni warned against misuse of the funds, saying they should reach the intended recipients.

The caucus subsequently adopted nine resolutions covering accountability, security, economic empowerment, water, energy, infrastructure and regional integration.

On corruption, MPs committed to greater direct engagement with citizens and stronger supervision of government programmes in local governments, health facilities and schools.

They also resolved to increase vigilance over murders and livestock and coffee theft, and to report incidents to the relevant authorities.

The lawmakers pledged closer monitoring of PDM implementation to help bring into the money economy the 33 percent of Ugandans whom the President said remained outside it.

They also committed to ensuring that funds reserved for persons with disabilities are disbursed to them.

On infrastructure, the caucus backed railway expansion and development of Uganda’s oil refinery. It also supported additional hydropower projects, including Ayago and Kiba, alongside solar and nuclear energy.

The resolutions, read by Aceng, further committed the caucus to supporting water provision for domestic use and large-scale irrigation, and the political and economic integration of East Africa and Africa towards a common market.
