Kamabaare Legally Appointed NMS General Manager, Minister Aceng tells Parliament

Health Minister Jane Ruth Aceng has quashed Parliament’s accusations that she illegally reappointed Dr Moses Kaamabare as the General Manager of the National Medical Stores.

Parliament through its Public Accounts Committee had earlier written to the Health Minister ordering her to explain why she had made the appointment.

Now, in a letter to Public Accounts Committee Chairman, Hon. Nandala Mafabi, Aceng stated that the National Medical Stores General Manager, Moses Kamababare was appointed.

“The appointment of Mr Moses Kammabare, effected by my letter dated 22nd November 2019 as a General Manager National Medical Stores was a new Appointment and also a renewal ofhis tenure,” she said

She also added that the appointment did not need to be preceded by an advert and that was done in accordance with the Provisions of the National Medical Stores (NMS) Act.

She also noted that there is no law prohibiting making an appointment more than three months to the end of the appointment.

“There is no Law prohibiting making an appointment more than three months to the end of the contract,” she noted.

Moses Kamabare has been at the helm of the National Medical Stores for more than 3 years.

During his tenure, he oversaw the construction of the new NMS facility in Kajjansi, Wakiso District and oversaw the distribution of drugs across the country.

The institution is mandated to procure and distribute drugs to all health facilities across the country.
