The Minister for Presidency Esther Mbayo last week told Journalist in Kampala that at least 21 of the 42 heads of state that were invited for President Yoweri Tibuhaburwa Museveni’s 6th Term inauguration have confirmed their attendance.

According to Minister Mbayo, only 4,042 guests will be allowed at Kololo Independence grounds for the swearing-in ceremony following the Covid-19 Standard Operating Procedures [SOPs], and therefore will not have the usual numbers and the fanfare that goes with such public historic functions.

“This function is therefore strictly by invite. The rest of the Ugandans will watch the proceedings on all our national televisions and radio Stations,” Mbayo said.

“All invited guests will undergo Covid-19 tests before attending the function and all procedures of undertaking those tests will be communicated to them by the Invitation Committee that has been put in place,” Mbayo added.

Invited to the event are; 17 delegates from each district, all MPs-Elect, Former Presidential Candidates who participated in this year’s General Elections, members of the cabinet and members of the ruling National Resistance Movement (NRM) Central Executive Committee (CEC).

Other invitees include; members of the East African Legislative Assembly [EALA], representatives of the Business Community, Religions leaders and Cultural Leaders the list is endless.

Accordingly, Article 103 (8) of the 1995 Constitution of the Republic of Uganda (as amended) provides that, “a person elected President shall assume Office within twenty-four hours after the expiration of the term of the predecessor.”

Whereas under Section 58 (2) of the Presidential Elections Act, 2005, it is a requirement that, before  assuming the duties of the Office of President, a person elected President shall take and subscribe the oath of allegiance and the Presidential Oath specified in the fourth Schedule of the  1995 Constitution.

Minister Mbayo said that, as a standard practice, these ceremonies invoke a lot of national pride in which the president-elect receives one by one the country’s instruments of power, including, the Constitution, the national flag among others, she urged all Ugandans and peace loving people to pray for our beloved country Uganda and the president Elect, so that country ushers in development as they are in the vision 2040 and the NRM Manifesto.

Mbayo said Development and prosperity of people is key on NRM and state Agenda but security is the lifeline of all the achievements of the NRM Government.
