The Ugandan Cabinet has approved a new Board of Directors for the government-owned multi-billion Uganda Printing and Publishing Corporation (UPPC), the Minister for Presidency Milly Babalanda has told a Committee of Parliament.

Babalanda under whose docket the -UPPC headed by Kenneth Oluka is supervises, said that among those named on the new board are -veteran journalists and former Managing Editor at Daily Monitor and Sunday Vision Editor, respectively,  Joachim Buwembo (Wakiso)  who will Chair the Board and he will be deputized by Mr.Sadat Kisuyi (Bugweri).   Buwembo is also a long-time columnist for the East African and Sunday Vision.

Other members of the Board are  Jolly Kamugira Kaguhangire (Mbarara), Alice Muhoozi (Rukungiri), Andrew Kibaya (Wakiso), Hellen Icumar Judith (Katakwi), Karugaba Jimmy (Kabalore) and Bukenya Nooh (Butambala).

“The process of identifying these individuals has lasted for three months because we needed to be careful about the composition of the board to avoid previous mistakes,” Babalanda stated while appearing before the Parliamentary Committee on Commissions and Statutory Bodies (COSASE) Chaired by Joel Ssenyonyi.

Babalanda was appearing before COSASE to answer queries arising out of the auditor general’s report. Some the issues raised was the lack of a board at UPPC following the sacking of the previous one which was accused of having presided over the misappropriation of billions of taxpayers’ money.

Babalanda explained that the old board has been on interdiction for more than a year and its term expired on October 31, 2022. “I had to stand in to undertake the responsibilities of the board because UPPC being a corporate entity, cannot suspend its business due to lack of a board,” she explained.

Committee members including Elijah Okupa, Yusuf Nsibambi, and Gafabusa Richard commended the minister for the presentation and her being remorseful for some of her mistakes.

“We thank the minister for appointing a representative board. It has members from all regions. This is good for our country,” MPs including Okupa said.
