The Electoral Commission has clarified that Ugandans listed on the National Voters’ Register do not need a National Identity Card to cast their ballots in the 2026 elections. The announcement reinforces the inclusive nature of the electoral process. “All those persons, whose particulars and photographs appear on the Voters’ Register, shall be eligible to vote at the polling station where they are registered, whether they have a National Identity Card or not,” the EC Chairperson said.

Voting eligibility will be confirmed using the photo-bearing National Voters’ Register and Biometric Voter Verification Kits (BVVKs). This ensures that only registered voters participate, while preventing impersonation and other electoral fraud.

The Commission stressed that voters without National IDs will still be able to participate, ensuring inclusivity for all registered citizens.

The EC also reminded all political actors to conduct campaigns peacefully and lawfully. Candidates, parties, and supporters are urged to exercise restraint, tolerance, and respect for the rule of law to maintain stability before, during, and after the elections. “Peaceful conduct before, during, and after polling is essential for credible elections and national stability,” the Chairperson stated.

To participate successfully, the EC advised voters to:

– Verify registration on the official EC website

– Confirm their polling stations

– Avoid unauthorised websites or sharing personal data online

– Engage in elections peacefully

Security agencies, civil society, and media were also acknowledged for helping create a safe and transparent environment for voters.
