MPs on Presidential Affairs Committee have asked Kampala Capital City Authority (KCCA) to consider relocating City Abattoir in Bugolobi, arguing that its current location is interfering with the plans to beautify Kampala City.
The proposal was fronted by Henry Matsiko (UPDF Rep.) during a meeting held between Parliament’s Presidential Affairs Committee on 1st April 2026, convened to consider KCCA’s 2026/27 Ministerial Policy Statement.
He wondered how KCCA can front the idea of creating trade order in the city when in the middle of the same city, there are potato leaves and cassava stems.
Robert Kasolo (Iki Iki County) also asked for an update on the status of the City Abattoir, pointing out that the matter hadn’t featured in the Authority’s budget proposals yet several visits by MPs have unearthed the deplorable state of the structure.
The Deputy Executive Director of KCCA, Benon Kigenyi revealed plans to collect UGX137.19bn in revenue from business licenses, rent, street parking, advertising, markets, land and building fees in 2026/27 in order to facilitate the operations of the City.
On how the revenue will be raised, Kigenyi argued, “We expect a 14% growth in business licencing fees, a 10% growth in property rates. We also expect a 10% growth in ground rent, 13% growth in park user fees. We expect to collect some outdoor advertisement revenue and also receive at least UGX1Bn from the markets. We expect 7% growth in the land fees, 15% growth in the local service tax and we also expect to collect about UGX7.8Bn from building fees and 7% growth in the local hotel tax.”
However, Kasolo asked the officials at KCCA to explain why for long, no taxes were being imposed on advertising, yet the City is littered with a number of advertising materials.
The Committee also sought clarification on the contents in KCCA’s presentation where it was indicated that 246 people had died in Kampala, prompting MP Kasolo to demand the causes behind the rampant deaths.
In the 2026/27 national budget, the Authority has been allocated UGX1.053Trn, although, the implementation of the Divisions Devolution budgets, where Division take command of their budgets as opposed to the past where KCCA took charge, the budget to the Divisions has been reduced to UGX20.314Bn in 2026-27.
