National Water and Sewerage Corporation (NWSC) is a Public Utility Company whose mandate as defined in the NWSC Act,Cap.317 Laws of Uganda 2000 section 5(1), is to operate and provide water and sewerage services in areas entrusted to it on a sound commercial and viable basis.

The NWSC strategy is guided by its 3-Year Corporate Plan (CP 2018-2021) and the 5-Year Strategic Direction (SD 2016-2021). The two Strategic Documents that are currently under review (2021 – 2026) are in harmony with the overall National strategic framework, the Government Manifesto, National Development Plan, Vision 2040 and Sustainable Development Goals (SDGs). It is further cascaded down wards into Performance improvement Programs (PIPs) and operational plans at various levels.

NWSC’s strategic focus is on two pillars: (i) infrastructure development and (ii) 100% reliable service delivery. Under the first pillar, the Corporation focuses on the development and rehabilitation of its critical water supply and sewerage infrastructure. The second pillar targets increasing the Corporation’s geographical coverage and ensuring 100% water supply coverage.

ENSURING 100% RELIABLE SERVICE DELIVERY

The Government policy direction as embedded in the Government Manifesto (2016-2021) purposes to ensure there is 100% water service coverage in all villages across the country. In pursuance of this Manifesto undertaking, the NWSC is implementing a project dubbed, 100% Service Coverage Acceleration Project (SCAP100).

The SCAP 100 project aims at ensuring universal and equitable access to safe water supply by the population in all villages under NWSC jurisdiction. The project entails extension of at least 8,000 km of water mains, installation of 20,000 Pubic Taps (PSPs) and 140,000 new connections to cover 12,000 villages, with at least 2 PSPs per village.

The scope of activities under the project includes the following; –

a) Mains extensions, Installation of Public Stand Pipes and New connections.

b) Re-enforcing the existing water infrastructure to support increased water production and supply through; –

• Construction of water reservoirs, booster stations and other mini projects to boost water production and supply.

• Construction of distribution mains.

• Development of alternative water sources especially production wells.

• Intensification of the existing secondary and tertiary water networks.

• Land acquisition for new infrastructure.

As at January 2021 the project has seen a cumulative total of 7,164 KMs of new water mains extensions laid, 214,314 new water connections made and a total of 14,300 PSPs have been installed serving 11,143 villages.

IMPLEMENTATION OF CAPITAL DEVELOPMENT PROJECTS

To bridge the service delivery gap arising from increased demand for clean- piped water and improved sanitation due to geographical expansion, the Corporation has intensified investment in water and sewerage infrastructure using internally generated resources, support from GoU and the Development Partners. The following milestones have been registered:

Completed Projects:
Kapchorwa Water Supply Project – Construction of a new Water Treatment Plant (3000m³/day).
Water Management and Development Project (WMDP) – Gulu Water Supply and Sanitation Project – It entailed; upgrading of the existing treatment plant from 4,000m³/day to 10,000m³/day, upgrading of the existing water supply and distribution network, construction of a new intake, construction of a new faecal sludge treatment plant and expansion of the existing wastewater treatment plant.
Kampala Sanitation Programme Phase 2 (KSP – LVP2) – It entailed; construction of Nakivubo Waste Water Treatment Plant (Bugolobi), construction of Nakivubo and Kinawataka Sewers Project and construction of Kinawataka Pre-treatment and Pumping Station.

On-going Projects:

Kampala Water Lake Victoria WatSan Project 2: It entails;
Construction of a new Water Treatment Plant at Katosi (160,000m³/day)
Construction of a 54Km Katosi – Kampala Drinking Water Transmission Main from Nsuba Hill to Sonde Hill
Construction of a reservoir at Ssonde Hill
Construction of a pump station and a 600mm pumping main to Naguru as well as a booster station at Namugongo
Extension of Water Supply in Informal Settlements of Kampala
Integrated Program to improve Living conditions in Gulu – (Phase II Nile option) – It entails:
Construction of water treatment plant at Karuma
Bulk transfer of water from Karuma to Gulu and the six towns enroute to Gulu
Development of Water and Sanitation Infrastructure for the Isingiro, Mbarara- Masaka Areas- South Western Cluster – It entails:
Construction of new water intake on Kagera River at Nshungyezi
Construction of a new Water treatment plant in Kagera and associated infrastructure to meet the demand for Mbarara town up to the year 2040
Rehabilitation and expansion of the existing water supply and sanitation infrastructure in Mbarara Municipality and surrounding areas
Rehabilitation and expansion of the existing water supply and sanitation infrastructure in Masaka municipality and some towns along the Lukaya – Masaka highway.
Sembabule Water Supply Improvement Project: It entails;
Construction of new intake and water treatment
Upgrading entire distribution network and extension to surrounding towns (100km).
Fort Portal Water Production Improvements: It entails;
Construction of flocculator, coagulator, clarifier, filter and ancillary works

Adjumani Water Supply and Sanitation Project: Upgrading of Water supply and sanitation Infrastructure in Adjumani – Pakele and neighbouring towns
Mbale Water Supply and Sanitation Project:Construction of a new raw water intake along Namatala River, and rehabilitation of Bungokho Water Treatment Plant (9,450 m³/day), Nabijo and Nabiyonga Intakes, Namatala and Doko Waste Water Treatment Ponds, and Manafwa Water Treatment Plant (9,000m³/day)

Wakiso West WatSan Project (WWWSP): Development of a new Water Treatment Plant, storage reservoir, pumping main, distribution system, a faecal Sludge Treatment Plant and Supply of Water in Informal Settlements
Kyotera Water Works and Bulk Transfer to neighbouring towns – Abstraction and treatment of water at Malembo landing site along Lake Victoria and Transfer of water to Kyotera, Kalisizo, Sanje, Kakuuto, Mutukula, Rakai, Lyantonde and Kalisizo
