The National Water and Sewerage Corporation (NWSC) Corporate Plan 2021-2024 concludes with a new strategic roadmap 2024-2027 that guided the corporation in improving water supply and sewerage services across Uganda. Accordingly, despite challenges, NWSC achieved significant milestones during this period, demonstrating resilience and commitment to service delivery without hesitation.

Remarkable Achievements Over the 2021-2024 Period, NWSC recorded growth in investment potfolio and its asset base expanded from UGX 3.5 trillion to UGX 4.5 trillion.

  • The NWSC’s customer base grew from 785,000 to 950,000 connections, ensuring more Ugandans gained access to clean and safe water.
  • Non-Revenue Water (NRW) was reduced from 36% to 34%, reflecting improved efficiency in service delivery.
  • The customer satisfaction index remained above 70%, indicating sustained commitment to quality service.

These achievements were realized despite facing several challenges, including inadequate financing to meet growing investment demands, persistent Non-Revenue Water concerns, and the increasing cost of service delivery due to climate change impacts.

Guided by the NWSC Act, Cap. 317 (2000), and lessons learned from the previous plan, the NWSC Board and Management have developed the Corporate Plan 2024-2027. This strategic plan aligns with the government’s National Development Plan (NDP-III) and the proposed NDP-IV (2025-2030) to enhance national development through water supply and sewerage services.

The NWSC Key Focus areas for the Next three years shall include, Supporting Production and Industrialization by enhancing water supply to foster economic growth.

  • Water for All through expanding service coverage to promote public health and equity.
  • as well as promoting a Private Sector Involvement through strengthening partnerships, with an emphasis on local content.

NWSC Board Chairman, Eng. Dr. Badru M. Kiggundu, reaffirmed the corporation’s dedication to its vision:“THE LEADING CUSTOMER SERVICE ORIENTED UTILITY IN THE WORLD.”

“We commit to providing more Ugandans and stakeholders with quality and cost-effective water supply and sewerage services. Through the successful implementation of the Corporate Plan 2024-2027, we aim to continuously meet and exceed stakeholder expectations.”

NWSC Managing Director, Dr. Eng. Silver Mugisha, emphasized the corporation’s customer-centric approach.

“To our customers: You are the reason we exist. In the coming years, we are committed to improving customer experience, enhancing service reliability, and ensuring that efficiency gains directly benefit you. Additionally, our strategic direction aligns with national priorities such as health, industrialization, environmental protection, and good governance.”

NWSC aims to transform into a self-reliant utility with robust financial and technical capabilities, effectively adapting to an evolving business environment.

With these strategic initiatives, NWSC remains steadfast in its commitment to delivering sustainable and high-quality water and sewerage services to all Ugandans.
