The Permanent Secretary and Secretary to the Treasury at the Minister of Finance ,Planning and Economic Development, Mr. Ramathan Ggoobi  has paid glowing tribute to the fallen bank of Uganda Governor , Prof. Emmanuel Tumusiime Mutebile calling him  “one of the grandfathers of Uganda’s modern economy “.

Uganda’s banking giant and the longest serving Bank of Uganda Governor Prof  Emmanuel Tumusiime Mutebile died today morning at the Aghakhan Hospital in Nairobi Kenya after a long illness. He has been on life support and in and out of hospital . He was 72.

A celebrated Ugandan  economist and banker and a Makerere University alumni Mutebile a long term confidant of Uganda’s President Yoweri Museveni  was appointed Central Bank Governor on 1 January 2001 and he has served at the helm for a record 21 years . 

Ggoobi said , “ I’m saddened to learn the passing of Prof. Emmanuel Tumusiime Mutebile -one of the grandfathers of Uganda’s  modern economy. We are better off today because of the reforms he spearheaded and the service he rendered . My sincere sympathies to his family and bank of Uganda.”

The PS/ST also forwarded a message fromMr. Keith Muhakanizi , the Permanent secretary Office of the Prime Minister and the immediate former PS/ST who served under Mutebile. “Rest in Eternal Peace Governor Professor E.Mutebile. You were my mentor and I thank you. You were a great professional, genius, reformist and above all a great manager.” Muhakanizi stated.

A nonsense negotiator  Prof. Mutebile is largely credited for Uganda’s financial stability, a robust banking sector and sound economic policies -having successfully managed numerous financial reforms adopted by the Uganda government at the urging of the central bank during the 1990s and the first decade of President Museveni’s rule .

A seasoned professional economist and reformer, he spearheaded the design and implementation of the Economic Reform Program that restored Uganda from the economic crises of the 1970s and 1980s to sound economic performance during his service as the Permanent Secretary/Secretary to the Treasury in the ministry responsible for finance, planning, and economic development.
