The Minister for Information Communication and Technology Judith Nabakooba on Friday appointed Irene Kaggwa Ssewankambo as the Acting Executive Director of the Uganda Communications Commission (UCC) following the expiry of the contract of Godfrey Mutabazi.

Information reaching our news desk from UCC shows that Rita Kaggwa had been appointed to act on a temporary basis as they await President Yoweri Museveni’s decision after the board recommended he serves another 5-year term.

Eng.Godfrey Mutabazi on Friday confirmed his contract as UCC ED had expired and he was waiting to have it renewed,

Godfrey Mutabazi told The Homeland Newsapaper that, he has served UCC and it time for him to leave the commission and put his skills elsewhere.

“The Statutory provision here is that you have to serve for 5 years and I have been there for 10. Ten years has not been a short term and I can confirm my contract is expiring at the end of the week and there was a proposal by the board to my former Minister, Frank Tumwebaze that I serve for another five years but the President is yet to confirm the renewal of the new contract”.Mutabazi said,

Who is Irene Kaggw who has replaced Eng Mutabazi at head UCC ?

Irene Kaggwa-Sewankambo  has been serving as the Director for Engineering and Communication Infrastructure UCC before being appointed Ag Executive Director.

She possesses a vast experience in the ICT sector spanning policy development, research, regulation and implementation in various aspects including internet development, licensing, universal access, quality of service, numbering resource management as well as promotion of research and innovation.

An engineer by profession, Ms Kaggwa holds a Master of Science in Communications Systems and Signal Processing from University of Bristol in United Kingdom and a Master of Science in Economic Management and Policy (Business Economic Pathway) from University of Strathclyde in United Kingdom.

She acquired her Bachelor of Science Degree in Electrical Engineering from Makerere University Kampala.

Ms Kaggwa also served as the Head of Research and Development Unit as well as Coordinator of the Office of the Executive Director at UCC.

The Homeland Newspaper has learnt that Godfrey Mutabazi’s contract as Uganda Communication Commission Executive Director ends on February 9, 2020.

Efforts to get a comment from Nabakooba proved not productive as her known telephone number wasn’t going through by press time.

 However, sources at Uganda Communication Commission (UCC) told The Homeland Newspaper that in case the President doesn’t issue a directive on Mutabazi’s contract renewal then the job would be advertised and a new CEO appointed after being interviewed by the Board.Eng.Godfrey Mutabazi has been at the helm of UCC for the past 10 years.  He is credited with the transformation of the institutions whose mandate includes providing consumer awareness and protect the interests and rights of the consumer in the communication sector through an effective regulatory and licensing regime.
