The Electoral Commission (EC) has cautioned candidates seeking local council positions against engaging in premature campaigns, stressing that official campaign activities will only begin on 10 November 2025.

The directive comes at a time when political activity is already picking up across the country following the opening of the nomination exercise on 3 September. The EC says its decision is intended to ensure a fair and orderly electoral process in line with the roadmap for the 2026 general elections.

In a statement issued in Kampala, EC spokesperson Mr Julius Mucunguzi said nominations for district and city chairpersons, mayors, councillors and other local leaders are underway smoothly in most regions, despite a few technical hitches.

“The nomination exercise started on 3 September at 9 a.m. across all our regional offices and will run until 24 September. We have experienced a few minor machine glitches, but generally, the process has been successful,” Mr Mucunguzi said.

He warned candidates and their supporters that any acts of early campaigning could attract sanctions, since campaign timelines are clearly defined under electoral laws.

According to the Commission’s roadmap, candidates who are successfully nominated will be issued campaign programmes that detail when and where they are allowed to engage with voters.

The EC maintains that strict adherence to the electoral calendar is crucial in preventing disorder and ensuring equal opportunity for all aspirants.

The EC has also reminded political parties and independent candidates to observe the provisions of the electoral guidelines, which bar rallies, posters, and media adverts before the official campaign period kicks off in November.
