Thanks PROFESSOR, first of all I will focus on revamping the socioeconomic status of ACHOLI people made to sink deeper into moral and institutional alienation due to war and machinations/ subjugation by a tribal elite under state capture. 

War of 20 years cost ACHOLI a lot. Culturally and economically they need progressive, able leadership. 

We need to commercialize Agriculture.  We need to create markets for our farmers and group them to cooperatives.  We must convince investors to invest and put enough industries to employ youth.

We need to initiate microfinance support for women, provide capital. This will improve both Macro and Micro economics. 

We have to invest in sports, football and athletic and expose our youth internationally. 

At the parliamentary level, laws protecting local entrepreneurs from foreign competitors must be upheld.  Retail business must remain preserve of Ugandans. Not foreigners. 

Bank rates be reduced to a more capital friendly.  Besides health, infrastructure, education and industrialization must be upheld, the economy of $25 billion GDP can raise up.

More focus must be placed on Agriculture since 80% depends on land. Here a commercialized AGENDA will endeavor both improvements in foreign trade and food security. 

At parliamentary level for Gulu east and ACHOLI, we need to emphasize reparation or compensation laws for the loss of war. 

Education, health, wealth creation, restocking must be inculcated into the reparations law. 

At Uganda levels, we have had a fair share of conflicts, bad leadership, unacceptable and unaccountable governments marred by corruption and autocracy.

We need a critical mass of democrats. We need generational revolt intellectually. 80% of parliament are youth. 

We need to come up with a law on national apology or truth and reconciliation. 

The most important law is devolution or regionalism or federalism. It’s urgent to ensure equity.  

Finally, reinstall terms limits, age limit to sanitize our democracy and ensure peace and tranquility. Besides, revisit customary land tenure systems.
