The National Water and Sewerage Corporation is expanding its urban sanitation network, providing a structured pathway for property owners to transition from onsite septic tanks to the national grid.

Unlike the digital-first approach for water connections, the process for securing a sewer connection requires direct engagement with local branch offices to ensure technical compatibility with the existing underground infrastructure.

Expression of Interest and Survey

The process begins with the property owner visiting the nearest NWSC branch office to express interest in sewer services. Because sewer systems rely on gravity and specific proximity to main lines, a field survey is mandatory.

During this stage, NWSC technical teams visit the premises to conduct an initial survey. For the application to proceed, the applicant must provide the consent of “bayleaves” or neighbors if the proposed connection line must cross third-party property.

Application and Documentation

Once the survey confirms that a connection is viable, the applicant must complete an official application form. This step requires the provision of specific account details and documentation, including:

A copy of the most recent water bills for the property to verify the existing account status.
Personal identification of the property owner.
Specific details regarding the number of discharge points on the property.

Costs and Authorizations

After the technical assessment, NWSC generates a quotation and a payment advice slip. Payments are not handled at the branch offices but must be made through NWSC-associated banks. A copy of the bank receipt must then be presented back to the corporation for verification.

Because sewer works often involve excavating public roads or crossing utility lines, the applicant must ensure that permission is obtained from the relevant authorities. Depending on the location and infrastructure, this may include:

Kampala Capital City Authority (KCCA)
Uganda National Roads Authority (UNRA)
National Information Technology Authority (NITA)
Uganda Police Force (UPF) for traffic management during road works.

Execution of Works

Upon the verification of payment and receipt of necessary permits, NWSC deploys a certified contractor to execute the works. The corporation maintains strict oversight of the installation to ensure the materials used and the slope of the pipes meet national environmental and engineering standards.

The corporation remains responsible for the maintenance of the main sewer line, while the property owner is responsible for the upkeep of the connection line within their private boundaries.
