The appointment, contained in an Instrument of Appointment dated October 17, 2025, was made in exercise of the powers vested in the President under Section 30(1) of the Universities and Other Tertiary Institutions Act. The decision follows the recommendation of the Kabale University Council.

Canon Rukikaire will serve as Chancellor for a four-year term, effective from the date he assumes duty.

The appointment instrument, signed by President Museveni, states:

“I, Yoweri Kaguta Museveni, do hereby appoint Hon. Canon Mathew Rukikaire as Chancellor, Kabale University, for a period of four years with effect from the date of assumption of duty.”

Canon Rukikaire succeeds the outgoing Chancellor and is expected to play a pivotal role in steering Kabale University towards academic excellence, research innovation, and community service.

As Chancellor, he will preside over all university ceremonies, including graduations, and serve as the titular head of the institution.
