In a bid to improve service delivery efficiency in Uganda prisons service from rehabilitating inmates to a professional and productive institution, the commissioner General of prisons Dr.Johnson Byabashaija has on Friday 26th June 2020 appointed and shuffled over 42 prison warders and wardresses in a shake-up.

According to the June 26 service orders, Dr. Johnson Byabashaija, has since transferred some of the officers, appointed some and sent others on leave.

In the new changes is effected in the shakeup Mr. Frank Baine who until June 26 has been prisons spokesperson, is appointed CP in charge of corporate affairs while Mr. Wilson Francis Magomu CP prisons headquarters will now head security and services. He hands over custodial services to Mr. Apollo Baker Asinjah who will serve in acting capacity.

Other prisons Officers who were appointed and promoted include Mr. Raphael Olinga, CP, who is appointed CP in charge of Product Promotion and Distribution.

In the new development Mr. Gervase Tumuhimbise has been appointed CP in charge of General Administration and Social Welfare Services at the headquarters.

The commissioner General of Uganda prisons service Dr. Johnson Byabashaija whose term was renewed last month by President Museveni said all orders take immediate effect. He also instructed that all leave must strictly be taken outside the Institutions.

1. Mr. Wilson Francis Magomu, CP, Prisons Headquarters, is appointed CP in charge of Security and Service Operations. He hands over the Custodial Services to Mr. Apollo Baker Asinjah, ACP, who is now appointed Ag. CP Custodial Services.

2. Mr. Raphael Olinga, CP, Prisons Headquarters, is appointed CP in charge of Product Promotion and Distribution.

3. Mr. Gervase Tumuhimbise, CP, Prisons Headquarters, is appointed CP in charge of General Administration and Social Welfare Services.

4. Mr. Frank Mayanja Baine, CP, Prisons Headquarters, is appointed CP in charge of Corporate Affairs.

5. Mr. Hillary Bisanga, CP, Prisons Headquarters, is appointed CP in charge of Logistics Management.

6. Mr. Jude Tadeo Kaliisa, CP, Prisons Headquarters, is appointed CP in charge Prisons Projects Development. He retains the Portfolio of Seed Multiplication and Cotton Production.

7. Mr. James Emotu, ACP, Prisons Headquarters, is appointed Ag. CP in charge Staff Administration and Counselling.

8. Mr. Selestino Twesigye, ACP, Prisons Headquarters, is appointed Regional Prisons Commander, South Western Region, Mbarara. He takes over from Mr. Frank Byamugisha, ACP, who proceeds on leave pending retirement.

9. Mr. George Godwin Lenga, ACP, Regional Prisons Commander, North Western Region, Arua is transferred to Mid Northern Region, Lira. He takes over from Mr. Simpson Ebil Awongo, SSP, who proceeds on accumulated leave.

10. Mr. Robert Jolly Bamutura, ACP, Officer in Charge, U.G. Prison Mbale Main is appointed Regional Prisons Commander, North Western Region, Arua.

11. Ms. Prossy Geraldine Najjuma. ACP, Show Room Manager, is appointed ACP Industries to deputize CP Industries at Prisons Headquarters.

12. Mr. Jacob Kivumbi, ACP, Regional Prisons Commander, Mid-Western Region, Masindi, is transferred to Prisons Headquarters as ACP Prisoners Administration. He hands over to Mr. Francis Elubu, SSP, who is appointed Regional Prisons Commander, Mid-Western Region, Masindi.

13. Ms. Juliet Betty Semwogerere, SSP, Prisons Headquarters, is appointed Quarter Master General, Prisons Headquarters.

14. Mr. Joel Kiggundu, SSP, District Prisons Commander, Luwero proceeds on leave pending retirement. He hands over to Mr. Festo Sambya, SSP, on leave, who is appointed District Prisons Commander Luwero.

15. Mr. Allan John Mushabe, SSP, on leave is transferred to Prisons Headquarters to the Directorate of Cooperation and Corporate Affairs.

16. Ms. Mary Mulindwa Tamale, SSP, Ag. Regional Prisons Commander, Mid Central Region, Mukono is confirmed as Regional Prisons Commander.

17. Ms. Maureen Ninsiima, SSP, Officer in Charge, U.G. Prison Lira Main is transferred to U.G. Prison Mbale Main as Officer in Charge.

18. Mr. Richard Magongo Mukonge, SP, District Prisons Commander, Kamuli is transferred to Prisons Headquarters to the Department of Inspectorate and Quality Assurance. He hands over to Mr. Simon Mayende, SP, Officer in Charge, U.G. Prison Farm Bulaula, who is appointed District Prisons Commander, Kamuli.

19. Mr. Joseph Otai, SP, on leave is appointed District Prisons Commander Iganga.

20. Mr. Willy Paddy Opio, SP, Officer in Charge, U.G. Prison Hoima is transferred to U.G. Prison Kapchorwa as Officer in Charge. He takes over from Ms. Florence Namujehe, P.O.II, who proceeds on leave pending retirement.
21. Mr. Hassan Walangalira, SP, U.G. Prison Arua, is appointed Officer in Charge, U.G. Prison Pader. He takes over from Mr. Peter Nuwagaba, SP, who is transferred to U.G. Prison Lira Main as Officer in Charge.

22. Mr. Bosco Oburu, ASP, U.G. Prison Apac is appointed Officer in Charge, U.G. Prison Kwania. He takes over from Mr. Fred Angura, P.O.I, who proceeds on leave pending retirement.

23. Ms. Angella Tumushabe, ASP, Officer in Charge, U.G. Prison Bukomero is transferred to U.G. Prison Magala as Officer in Charge. She takes over from Mr. Richard Muyombya, ASP, who is suspended from duty pending investigations into malpractices at the Station.

24. Mr. Ronald Mukwoli, ASP, U.G. Prison Farm Ruimi, is appointed Officer in Charge, U.G. Prison Farm Bulaula.

25. Mr. Ivan Bwengye, ASP, U.G. Prison Farm Bulaula, is transferred to U.G. Prison Farm Ruimi for duty.

26. Mr. Denis Omech, ASP, U.G. Prison Mbarara Main is appointed Officer in Charge, U.G. Prison Isingiro. He takes over from Mr. Deodato Atwine, ASP, who proceeds on accumulated leave.

27. Mr. Solomon Innocent Muhairwe, ASP, U.G. Prison Kampala Remand is transferred to Prisons Headquarters to the Department of Custodial Services for duty.

28. Ms. Damalie Nabulya, ASP, U.G. Prison Masindi is appointed Officer in Charge U.G. Prison Hoima.

29. Ms. May Kobusingye, ASP, U.G. Prison M/Bay is transferred to Prisons Headquarters to the Legal Department for duty.

30. Mr. Drake Mutagambwa, ASP, U.G. Prison Nakasongola is transferred to U.G. Prison Kitalya Mini Max as Deputy Officer in Charge.

31. Mr. Boaz Natukunda, ASP, Prisons Headquarters is appointed ASP/Quartermaster.

32. Mr. Edwin Katwesigye, ASP, U.G. Prison Dokolo is transferred to Prisons Headquarters to the Department of Staff Administration and Counselling for duty.

33. Mr. Ibrahim Kisaku, ASP, on leave is appointed Officer in Charge, U.G. Prison Nakisunga. He takes over from Mr. Hassan Muwaya, P.O.I, who proceeds on accumulated leave.
34. Ms. Betty Nagutta, P.O.I, on leave, is appointed Staff Officer, Southern Region, Masaka.

35. Mr. Abdu Musimenta, P.O.I, Prisons Headquarters, is transferred to U.G. Prison Kitalya Mini Max for duty.

36. Mr. Thomas Tibanyendera, P.O.I, on leave is appointed Officer in Charge, U.G. Prison Bukomero.

37. Mr. Julius Ndashimye, P.O.II, U.G. Prison Farm Amita is transferred to U.G. Prison Farm Ruimi for duty.

38. Ms. Agnes Najjingo, P.O.II, Officer in Charge, U.G. Prison Kyanamukaka proceeds on accumulated leave. She hands over the Station to No.1094 Ch/Wdss II Molly Nandagi, on leave, who is appointed Officer in Charge U.G. Prison Kyanamukaka.

39. Mr. Francis Ochaya, P.O.II, Prisons Headquarters, on leave, is transferred to U.G. Prison Kitalya Mini Max for duty.

40. Ms. Agnes Aceng, P.O.II, U.G. Prison Farm Ruimi, is transferred to U.G. Prison Patongo for duty.

41. Ms. Justine Gwangwa, P.O.II, U.G. Prison Kigo is transferred to U.G. Prison Bushenyi Main for duty.

42. No. 7012 Ch/Wdr III Martin Okullu, U.G. Prison Farm Ibuga is transferred to U.G. Prison Kitanda as Officer in Charge. He takes over from No.10143 Ch/Wdss II Maxensia Nabijogo, who is retiring from Service.
